chapra: the ambitious programme ofmaking every citizen literate, which was started in the saran district during1996 under the national literacy mission at an estimated cost of rs 4 crore, hasmade little progress. funds remain unutilised and administrative red-tapeappears to have eclipsed this programme known as "dhai aakhar". district boardvice-chairman braj kishore singh has expressed serious concern over this and haswritten to higher officials to revive the programme. sources said that under theproject, complete literacy in the age group of 14-35 was to be achieved in thedistrict by 1998. the programme was to be implemented mainly by non-governmentagencies. dm pankaj kumar said that the literacy programme would be revived soonfor the benefit of the people after the civic bodies elections.
